LEAP in Health IT 2025 Special Emphasis Notice (SEN)
ONC published a Special Emphasis Notice (SEN) under the Leading Edge Acceleration Projects (LEAP) in Health Information Technology (Health IT) funding opportunity NAP-AX-22-001. In fiscal year 2025, ONC seeks applications pursuant to the LEAP in Health IT notice of funding opportunity for projects that address one of the following areas of interests:
- Area 1: Demonstrate readiness of FHIR®-based Subscriptions capability as a foundational health IT capability for improved interactivity with third-party applications.
- Area 2: Identify and test innovative technical approaches that would inform future changes to the TEFCATM infrastructure to increase adoption of Individual Access Service (IAS).
The application period closed at 12:00 ET on April 25, 2025.

Assessing Use of Health IT by U.S. Physicians Providing Outpatient Care
On June 6, we published a Notice of Funding Opportunity (NOFO) titled “Assessing Use of Health IT by U.S. Physicians Providing Outpatient Care.”
This cooperative agreement was a single award with a 5-year program period to conduct surveys to measure the use and impacts of health IT and interoperability among U.S. physicians providing outpatient care nationally. These data shall provide insights on the implementation and effects of federal health IT policies and identify disparities or unintended consequences resulting from their implementation.
The application period closed on July 22, 2024.

We published a Special Emphasis Notice (SEN) under the Leading Edge Acceleration Projects (LEAP) in Health Information Technology (Health IT) funding opportunity NAP-AX-22-001. In 2024, ONC is particularly interested in applications whose specific aims address one of the following areas of interest:
- Area 1: Develop innovative ways to improve healthcare-data quality to support responsible development of artificial intelligence (AI) tools in healthcare
- Area 2: Accelerate adoption of health IT in behavioral health settings

In 2022, a notice of funding opportunity (NOFO) under the Leading Edge Acceleration Projects (LEAP) in Health Information Technology (Health IT) funding opportunity NAP-AX-22-001 was announced. The goal of the funding opportunity was to advance health IT standards and tools to improve social determinants of health data exchange and research, and to develop tools for making electronic health record (EHR) data for research and artificial intelligence (AI)-ready.
