Matt Swain

Matt Swain serves as the Chief of Staff at ONC. Mr. Swain supports and advises leadership on ONC’s daily and long-term strategic decision-making, stakeholder relationships, legislative affairs, and work products. Mr. Swain held a variety of roles since joining ONC in 2010. He helped lead the development of the Federal Health IT Strategic Plan 2015-2020, directed program evaluation contracts, coauthored peer-review journal articles and data briefs, drafted several congressional reports, and served as a senior advisor to multiple agency principals. Prior to joining ONC, Mr. Swain worked as an analyst at a public relations firm, conducting research for clients across business sectors that focused on policy issues, messaging, and advertising. Mr. Swain holds a Master’s degree in public health from the Johns Hopkins Bloomberg School of Public Health and a Bachelor’s degree in business administration from the University of Massachusetts Amherst.
